I am directed by the Secretary of State for War to transmit herewith, for the information of Lord Knutsford, six copies of a Memorandum on the disposal of certain property in the possession of the War Department at Hong Kong, &c., which was prepared before the receipt of a proposal from the Colony to re-provide fresh Establishments for the Admiralty and War Department at Causeway Bay.
